According to Maj. Gen. John Casciano, USAF director of intelligence, most of the 30 top organizations identified as terrorists by the U.S. government have web pages and use e-mail, and are ``fairly well developed'' at using the Internet [Aviation Week and Space Technology, 13 July 1998, pp 67-70].
This page grew out of a network security consulting project, and eventually took on a life of its own. It started as a much smaller list of organizations widely accepted as terrorist organizations openly using the Interent (and thus, in the context of the original project, direct threats). It has since generalized to include those widely accepted as freedom fighters on the side of good, other parties in armed conflicts, quasi-national groups, and other fairly surprising Internet users. Sometimes the Internet presence seems to be the organization itself, sometimes it seems to be nothing but advocacy for or against a cause by an individual or group, and sometimes it is very difficult to tell just what is going on. This page has made its way onto a number of lists of canonical information sources, and is used in training programs by the U.S. military and universities
